Governance observes and records. Enforcement modifies and prevents. These are fundamentally different operations with different trust requirements.

Why Recording Matters

Recording without enforcement enables independent verification. Observers can assess whether declared governance was followed without trusting the recorder.

Why We Do Not Enforce

Enforcement requires making decisions about what should happen. AnchorWorks does not make governance decisions. It records what governance was declared and what execution was observed.
